One of the first things you need to do to start using custom ROMs on the LG Optimus V is to flash a custom recovery. LG Optimus V Recovery Flasher Instructions: LG-Optimus info

1. Download the LG Optimus V Recovery Flasher software to your PC or laptop
2. Unzip the folder that you’ve just downloaded
3. Install the RecoveryFlasher.exe
4. Choose phone (type 1,2, or 3 and hit enter)
5. Choose what you want to do
6. Follow the prompts and hit "any" key when told

Your LG Optimus V will reboot into the recovery for you, and from there you can mount your sdcard and transfer a new ROM to flash.
