There’s never been battery percentage as part of a stock Android build (even in ICS and JB ). If you want battery percentage on your LG Nexus 4, you need a custom ROM (if you want it in the battery itself). If you want to stay stock, there are several widgets and apps that’ll show battery percentage on the homescreen or in the status bar.

I’ve made a mod for battery % with rotation lock in quick settings and it works on LG Nexus 4 with any version. Just download the following app you want to the root of your SD card, and flash it with CWM recovery. Good luck.
